I used about 30 balls on the shiny Latias. Ran away and clicked again, caught on the first ball.
Honestly a terrible Go Tour….nerfed shinies, made the challenge just tedious and not enjoyable. Niantic needs to actually take into consideration the feedback of their players and not just what they feel is best.
