From the post you put on screen it sounds like its not guaranteed to always have it based on which you choose. The post says encounter an origin form dialga i e. One guaranteed likely from research, the leaks may be correct, but that post says one, implying the raids will be a lottery.

I think I'll probably pick palkia because I had pearl as a kid, but we can get both I'm assuming just a chance in the raids hopefully we can get both doing enough raids, and still utilize the effects when we want. Plus I can just stay in one place and catch whereas it's hard to get out there sometimes

No, you didn't miss something. Niantic is just horribly unclear if it's permanent or just for the event. However, when they note at the bottom with "The badge bonuses will carry over to the global event," this makes me think it is temporary, as this wouldn't need to be said if it was permanent. However, putting this, essentially, event bonus behind an account type of "badge" progress, can be interpreted as permanent…otherwise why the badge flavoring instead of it being just called a special research event bonus? This also seems plausible as this is a way for them to bring these origin forms back out in the future and try to drum up excitement to "collect the other badge and elite tm on spxial rend/roar of time your best ones from last year!"
If the bonus is just for the event, who the heck cares as the bonuses are lackluster compared to the stardust you have to cough up. If it's permanent, this is a really cool way to implement it into the game with some player agency.
