My best O Palkia is 13/15/15 with spacial rend and aqua tail. Is it even worth powering up to lvl 40-45 for some Master League play? Not expecting to hit expert or anything.

I got a 96% shadow i want to power up. 15/15/13 Just no rare candies. I got a shadow for gl and ul. To many pokemon to power up and not enough candies or stardust ever.
