Is 19% really worth the difference if I only push GBL in late season?

I want to use the shiny mudkip in GL and same with Feraligatr but I would need to elite TM both in order to use. My question is would the 80% stat output of mudkip really make that much of a difference compared to the 99% output of the feraligator?
