I know shadow is almost always better (for pve) due to having 20% more attack. Just wanted to make it’s actually the case with Sneasel.
Also is Sneasel considered a good pokemon for raids? Like is he worth investing in?

Sneasel is not good, but Weavile and Sneasler are. However each has different uses.
Shadow Weavile, evolution of the Dark/Ice Sneasel is good for raids as it’s one of the best Ice raiders. The regular version is not as good, slightly worse than regular Glaceon, so if it’s not shadow it might not be a good investment. A regular Mamoswine would be stronger then the not-shadow.
Sneasler, the evolution of the Poison/Fighting Sneasel is bad for raids, as even the shadow is weaker than a regular Machamp, so it’s not very useful there. It can be useful in PvP on some leagues, specially Master Premier, thanks to the different types and moves.
The first form is better, but you’d want it as shadow
