
I was just looking the comparison between the two plans, it doesn't seem like the expansion pack one really gives you all that much extra. The following are the extra perks of the +Expansion Pack subscription

Upgrade packs for Breath of the Wild and Tears of the Kingdom.
That's all you get. Nothing more. The Price is $20 for the basic NSO and $50 for the Expansion version. The expansion packs are $25 each and the upgrade packs are $10 each. So Total that would be $95 if you bought them all without NSO+ Expansion. The NSO+ Expansions was released in October 2021, so if you paid every year you are already at $120 extra for $95 worth of expansions/upgrades plus the classic systems which don't have a way to get outside the NSO+ Expansion pass.
The math works out better for the family membership because everyone in the family will have access to the above, at up to 6 people. But at $45 extra every year that still comes out to $180 total over 4 years so far.
They need to start offering more/better stuff with NSO+ Expansion Pack if they want people to stay subscribed to it.
