    I think it’s pretty obvious that eevee is designed to be a fox, even though most of his evolutions are very cat like.

    eevees are a mix of a dog, rabbit, and cat. but their outlook represents that of a dog and cat mixed.

    This is more of a cat behavior than a dog behavior, however, eevee is not just a dog. It’s also a rabbit, a fox, a cat, etc. The creators have long ago established that it’s meant to be an amalgam of many small animals like that to go with its theme of unstable DNA.
