Since Bulbasaur and it's bulb are symbiotic what if instead a small runt Bulbasaur was unable to get a normal bulb like the others. Instead having a eternal flower taking advantage and growing on its back.
Also I get that this probably wouldn't make sense in the lore but hey it's just a fun idea 🙂
