This video from the Kit and Krysta channel (formerly of Nintendo Minute) talks about how artwork from the Art and Comics pack for this game has censored art in the eshop not shown in the other versions. And this video is from a few weeks ago. This should have already warned us what would happen to the game itself.
Based on what the dev has said, the request to censor the game and this art apparently came from Nintendo. Why? Who knows? But I don't know if blaming the devs for this one makes any sense. Why would the dev put in the extra work to censor their own game without Nintendo's ask to do so?

The whole game was censored. It wasn’t just this screenshot on the eShop.
Also: we don’t even need to go to the hentai games as argument. Just look at Bayonetta. *A Nintendo-published game.* Nothing in Dispatch is markedly worse than what we’ve seen suggested in Bayonetta.
You don’t know if blaming the devs makes sense?!
The devs KNEW it was going to be censored and they CHOSE to not mention anything about it until now.
The devs wrote the description on the eShop and purposely left out the mention of censorship.
It doesn’t matter if Nintendo said to censor it, the devs are the ones that chose not to say anything.
Ad Hoc made the decision to censor the game, not Nintendo
