They are very straightforwardly saying that they didn’t censor the game. AdHoc did.

So if Nintendo had nothing to with it, the question remains. Why did this even happen?

It does though. It’s pretty much saying the game didn’t meet CERO guidelines which is why it was censored. Why there isn’t a separate Western SKU is anyone’s guess, because it’s something the eShop is actually capable of.

I don’t understand how the heck is everyone here saying that they didn’t censor Dispatch based on this statement, it’s like a massive delusion.

They didn’t do anything to the game, all they did was warn AdHoc about not being compliant with CERO regulations. What more do you need? Unlike AdHoc, Nintendo shared the facts without throwing anyone under the bus.
You people seriously need to stop this witch-hunt. AdHoc is at fault here, not just for releasing the CERO version globally but also for not informing their customers earlier while trying to hide behind the “blame Nintendo, they will eat it” stick.
