Bellmitt is largely based on the cut "Tsubomitto" from Gold & Silver's 1997 demo.

Bellmitt was created as a means to recreate parity between the Oddish and Bellsprout lines, as they are supposed to be counterparts. Gloom, having 2 evolutions, while Weepinbell only had one, just seemed unfair.
