I’m on the 11th floor of a hotel in downtown Dallas, is my vertical distance from the ground the reason for no spawns?

I’m from small town Arkansas and was expecting the big city Pokemon Go experience. This is pretty underwhelming since there are more Pokemon spawning around my barn back home than in this metropolis…
