Question about new Pokestops..

Hi, I recently had two new Pokestops appear near my neighborhood. They don't have any pictures and they both are literally just a part of the street. There isn't anything there . I'm not sure how these were approved but will they stay? I'm not going to report them or anything, they are the only Pokestops anywhere near me now.

If I were to try and make a route using them would I get in trouble since they probably shouldn't be there and don't even have pictures?
