Regional Meowth line I came up with. Ability and move description of Despurrado in post.

Despurrado's signature move and ability:

Signature Move: High-Noon

(Fighting/Physical) 60 base power, 100 accuracy
+4 priority, out speeds Fake Out and Sucker Punch. If the opponent is using a priority move or ability activates that grants priority, this move's power increases by 20% and causes the opponent to flinch.

Signature Ability: Gunslinger

All "projectile multi-hit attacks" (such as Bullet Seed, Rock Blast, and Barrage) get +1 priority and have 1.3x increased damage. It always hits three times.
