Aren‘t they supposed to be Level 25+?



The Moltres that just ran from me is clearly only lvl 20-21. I thought they put the wild legends only at lvl 25+

    The Kanto birds may be a bit different to the other legendaries. People were noticing they also seemed slightly easier to catch.

    I caught a level 31 articuno and 2 zapdos (level 32 and 48) yesterday.
    Out of 60+ encounters today, I weirdly didn’t find a single Kanto bird.

    The Kanto birds go from 20-50 (45 + weather boost), all the other legendaries vary between 25-35
