I haven't played Pokémon go in 7 years and have just I gotten back into it and I know that this sounds like a really stupid question and it probably is but I should use my candies on him right? And is this rare? He's my first legendary.

Not rare but useful. So yes your candy. Possible release in summer as mega raids but pure speculation. It will be out in some form per Ninatic.
Have Psycho Cut (Fast Move) and Psystrike. Add second move Ice Beam or Thunderbolt (for the moment can be changed at will) is probably best. Shadow Ball is good to. Psystrike and Shadow Ball requires an Elite Charged TM.
Elite Charged TM can be obtained in GBL normally but from some reason last season none was given.
Checks how many candies you have……..yes, all 9 of them
