What kind of a weird (with pokemon pics on both sides) is this?

I need some help to identify this weirdo 🙂 One side is holo. It comes from the Pokemon album from my kids. They started to collect since this Pokemon hype started back in 1999.

I asked AI, but honestly… i don't think it's a Vintage Japanese promo train card, or that it's from a Japanese vending machine (1999/2000) For sure it's an oldy and it is possible that it's from another country (International contacts) but… well you guy's know a lot 🙂 so for sure one of you can tell me what the heck this is! ThanX for any answers, i really appreciate it!!!
