I’ve caught a dozen Ponyta and they ALL have Run Away as their ability… they can have Flash Fire, right?

I just want a Ponyta with Flash Fire. Is it a rare ability or something? This is on Platinum btw. Am I missing something here? I thought I would have caught one with Flash Fire by now.
