Is this lucky or not?

I somehow forgot to post this when I caught

it but here we go. My 4* „Tobutz“ 🙂

Is it very rare to find especially this Pokémon with 4* ? Also. Is it strong or just a Pokémon to look at? I mean, it’s kinda cool but I think I will stick to my other Pokémon’s.
