Freaked out when I saw the non-shiny bird outside, freaked out even more when this guy popped up

Are the shiny variants of these birds locked so they can’t run away? Or did they change them? It took so many balls and they normally run away so I was confused. I figured it was and my main concern was my phone dying but the ball finally shook thrice.
