Well tbh they were kinda stupid trying to make Lance champion they knew there were no Dragons other than dragonite and kingdra and had to make some thing up and build a team of under leveled flying mons they just wanted a cool dragon tamer that's all
What other dragons would a dragon champion use in generation 1. Remember at first gen 1 wasnt gen 1. It was just pokemon. Late 90s where different. Kinda beautiful growing up when i did. Seeing the evolution of gaming, music and the internet. Those who are born into it will never.truely appreciate it.

bw era was when game freak actually leaned more into using competitive sets for npcs. so it isn't a suprise iris got that for a team
