Is Ocarina of time’s 99 meta score really all that impressive?

I was going through the wikipedia page of the Zelda franchise and found out that Ocarina of Time was listed by Guiness world records as the most highly acclaimed game of all time, citing its 99 meta score. [Heck even to this day, the game tops more GOAT lists than any other game out there.](https://www.esquire.com/lifestyle/g26572573/best-video-games-ranked/)

**But..**

Is that 99 score really all that impressive, considering that it only received 22 reviews. Meanwhile plenty of games out there got lower scores but were reviewed by 100s of critics.

What does this sub think about this? Do you think that OoT’s high acclaim is due to the limited number of critics who reviewed it? or would you argue otherwise?
