What I do is I keep spamming razz berries until the razz berry symbol shows up
If it’ll run away, the circle is always the deepest red and you can “feed” it unlimited berries (but it won’t show that it’s berried), but if you sit still with good signal for awhile, it should become capturable again
Contact Niantic and pray
From stop or balloon? If balloon it should return and give you another chance (if within 20 min from spawning), if stop then press the stop (as long as it’s still in range)
Otherwise, contact support and send them this screenshot

I wouldn’t get upset over a 1 star Mewtwo. If Niantic would have “guaranteed” decent IVs then I could see being upset for sure. I can almost guarantee you that there will be more Mewtwo raids and who knows you may get that 100% Shiny!

I just parked illegally when I found him. Fought him best him an caught Mewtwo. But I wasted an hour trying to find cliff then trying to find a hideout, and then not going the right way to the hideout and backtracking to find out the hideout was a decoy so I had to waste another 20 minutes going back into town to find a spot then start the battle, then park “illegally” and then catch him find out he’s a garbage 1* with no good moves waste 11 charge move tms to get the psychic move, normal tm.
I don’t understand what this means do you just lose Pokémon randomly or do you have to do something wrong to lose them
If it’s any consolation the one I got is a bit crap.
The soft ban is pretty dumb, you can also mess with your car radio going 70 mph and crash, might as well just leave it up to the driver
