Are you consistently and constantly landing excellent curveball throws with golden razz? If not, learn the circle lock trick
If it makes you feel better, even using the circle lock trick, I’ve seen 63, caught 52, 1 shiny 
It’s completely random (by chance). However, there are some things you can do to increase your odds of catching. One of those things was mentioned. The other is your catch medal. Ho-oh is fire and flying. The more fire and flying type Pokemon you catch, the more your odds of catching same type of Pokemon
