Why can’t you search in the Pokedex for territory like in the Gameboy games?

Because the rotate Pokémon in and out based on the season and events going on.

Because Pokemon don’t have fixed locations like in the main games. The weather, the season, the current event and the regional spawns all change what you can find it and where.
You can find one Pokemon in a park but that doesn’t mean that Pokemon will always spawn there. And there’s no clearly visible borders on biomes so just because a Pokemon spawns more in a forest area doesn’t mean it can’t appear everywhere else.
