If it was important to you, then no. It wasn’t a waste. I think we focus too much in IV’s and should have Pokémon that we love just because of the experience.. like first caught, first shiny, first non event regional or even first Galarian bird.

You did fine. Only the Galarian birds are worth the masterball atm. I wouldn’t even use it on a wild shundo. Though I admit, I would hesitate a little unless it was the Galarian moltress, which is the one I really want.

That’s what I’m hoping to use mine on. Love that bird. I’ll wince a bit if it is clearly very low level, but likely do it anyway. And I hadn’t even thought of the lucky trade angle that several folks brought up here.

All you could’ve done was save it for one with a high CP. You did that. Just bad luck with the IVs. But you can still trade it in a lucky trade for another Galarian Articuno.

Given the difficulty in catching even one regularly, the master ball is kind of worth it on the Galarian birds no matter the IVs, especially since they’re not even guaranteed to show up on an incense run.

I also used my masterball on an articuno. It has worse stats than yours but I’m very happy that I used that ball on (in my opinion) the best looking bird

people get too lost into this “meta” thing. the master ball is all about what cool, rare and hard to catch pokémon you would like to have in you collection, and you Articuno meets all this criteria, congrats!

I mean is it a Pokémon you wanted? If so I don’t think you wasted it.
Plus it’s not like Galarian Articuno is some sort of powerhouse Pokémon. It does decently well but is greatly out class as a psychic attacker. And without a flying type fast move it shouldn’t be considered when looking for flying type damage.
Ultimately it’s a very beautiful Pokémon that is designed as a Pokémon GO dex filler
