Wild Mesprit is rare because there’s only a few of them in the wild at the same time, for a short time, before moving randomly to another place.
This makes the roaming lake guardians the rarest Pokemon on the region they spawns.
Raid Mesprit however is very common, as it appeared worldwide for a bit, making it as common or as rare as any other shiny legendary.
So if this was a wild shiny Mesprit it would be the rarest non-glitch catch available in the whole game.

This was from raids (or if it was in the wild you had the bad luck to catch one when it was in raids and high enough level to be for a raid) so 1/20 chance of being shiny and not anymore rare then any other raid boss legendary.
