I wish I see this earlier, go downtown of wherever you live, and find the blue and white (not legendary) eggs if anyone beats them, everyone will get the community day mon appearing for 30 minutes
Aaaaand if you have an incense activated, that CDay mon will spawn from the incense too.
Keep your eyes peeled like potatoes for axew raids, field research (breakthrough) rewards, GBL encounters, etc.

It won’t help now, but for future reference…
As we get closer to the end of the event, I’ll stash 3 of the featured ‘mon into storage (from the “Catch 3 Axew” research tasks).
That way, if I manage to snag another research task right at the end I’m not SOL & can clear it off from my storage.
Of course though in your case you probably used them for the first 13 so it may not help too much.

I have no clue, but if it makes you feel better, I’m stuck with Fur and Flames with 2 out of 15 Fennekins caught as the last task 🥲

Sometimes they pop up as 1 star raids which you can easily beat on your own (but they’re not currently happening). Other than that, they’re a pretty rare spawn but you can sometimes find them in the wild. Worst case, you’ll have to wait until December for the year’s end community day event thing.
