This comes amid multiple rumors of a Nintendo Direct coming this week, and is far from the first “leak” to list this as a Switch game. However, it’s still possible that all those lists – including from Atlus themselves – were a mistake, especially as the Switch logo is missing from the video itself. If they meant to keep this unlisted until after the Direct, it would make sense to have the Switch logo in the video.
Edit: The official English website of the game is up now and this video is linked from there. So while this week’s Direct still isn’t confirmed and we don’t know if this game will be there, it does explain why a version of the video without the Switch logo would be made.

I own a switch and I know this is blasphemy on the switch subreddit, but I really hope that having the switch as a target platform did not constrain the developer’s vision in anyway. Persona 3 full remake is one of my dream games and I want it to have no compromises.
