i may be wrong but maybe its sorted by alphabetical order.
They are sorted by tier first, then if they’re on the same tier there is a set order that I can’t make sense of. It’s not alphabetical, it’s not by how many are caught, it’s not by how many total Pokemon exist of that type, and it’s not by rarity (as far as I can tell).
