Not really. The 10/15/15 is barely usable in ultra league at level 40, but is not close to the best and works better on great league anyway.
Kommo-o and Hakamo-o are PvP Pokemon so you need one with near zero attack to be viable. That or a perfect one so the investment is worth it.
It all comes down to how much you care about using them towards either PvE or PvP. If so, yeah, not really because they aren’t necessarily the best in any of these 2 category’s BUT if you’re mostly into getting the dex filled and completed, well, in that case it doesn’t matter a whole lot.
