I usually choose Y when I mega because of the candy boosts for catching wild mons. Unless there’s a specific event going on, flying types are much more common than dragon

Whichever one you want/need. You pick Charizard’s mega evolution type each time. Unless you specifically need the dragon typing (for resistances or a dragon-focused event), you’re better off picking Y for higher CP and more common typing (for more catch xp/candy).
