The Pokédex entries for paldea region have been added in game. Is it visible for everyone or only players that have seen/caught Gimmighoul ?

The Pokédex only shows up to the last one you have seen/caught.
If you start as a new player and you catch Bulbasaur and it is the only one on the screen your Pokédex only goes to 1. This applies to all regions.
