It’s probably a way to experiment to see which types of items at which price points are purchased by certain types of users.
I feel like they try to tailor them to what you use. My brother pretty much only buys poke balls (he doesn’t get near a lot of stops often) and usually has boxes with those available. I use a lot of incense and almost all of my boxes are incense packs.
It may just be random. I have an ace box, explorer box, and trainee box. But the box colors for the ace and trainee boxes are swapped from what your screenshot shows. Mine are a difference of 5 coins between the two, vs the 100 coin cost difference of yours. (Ace being the more expensive one for me.) I’m level 43.

It is called A/B testing.
They try one set of boxes with a subset of players, and a different set of boxes with another. They analyze which is more successful before rolling the more successful one out to more people.
It is a way for them to maximize revenue while providing _just_ enough value so you’ll spend coins.
I needed the darn hatch box for my nephew’s account but it never popped up. Had to buy the normal incubator at 150 coins yesterday. Then today I checked the shop for his account, and voila, the darn hatch box is there now. Darn you Niantic!

confirmed between my son’s acct and my own. same boxes available (+ he had a 75 stater box available.. although he’s almost same level as me) . names were the same, but item quantities and prices varied. his were all aimed at lower priced and less valued items while mine were higher in both regards. i have more shop coins and spend them on customizing occasionally. that’s the only real diff i notice to explain. idk
