No the one the site is talking about is referring to ones that spawned during an event.
No, the shadow is kinda rare due to it only being from rocket leaders for a little, regular shiny not so much, they had a research day awhile ago

Is shiny shadow rare? Yes. Shiny queen in general? Not all that rare

And shadow is less rare. The nido family is 1/500 odds for shiny and the shadow shiny is 1/64

They are talking about shiny Nidoqueen encountered *as* Nidoqueen, which could only be encountered for 24 hours as part of an event in 2018 to celebrate international day for women & girls, or something along those lines.
Nidoran F is a fairly common shiny, and shadow Nidoran F is a fairly rare shiny, but to have specifically encountered a shiny Nidoqueen in a single 24 hour period almost 5 years ago is *extremely* rare.
