No, most pokemon in the master league should have a lot higher level. Not to mention that Vaporeon is not good in the Master League, Zacian and Yveltal are good though.

No, this is highly vulnerable team and it’s just too low CP for ML. I’d suggest you don’t bother w ML or try to build non-legendary team (like Dragonite etc) that is way cheaper to lvl up than this 2/3 legendary team.
