Here’s the thing with IVs. There are several ways IVs may vary.
Any given pokémon that spawns in the wild has a 1/4096 chance of having any IVs.
Trading with a lvl 1 friend will give a pokémon with at least 1 IV on each stat, that means 1/3375 of any IV except of a 0 in any stat.
Trading with a lvl 2 friend will give a pokémon with at least 2 IV in each stat, giving a chance of 1/2744 of any IV combination equal or higher than 2/2/2.
Trading with a lvl 3 friend gives a chance of 1/2197 with a cap of 3/3/3.
Catching a weather boosted pokemon gives you a cap of 4/4/4 and a 1/1728 chance of any IV.
Trading with a lvl 4 friend gives a pokémon with 5/5/5 cap and a 1331 chance of any IV above that cap.
Shadow raid pokemon are minimun 6/6/6 with a chance or 1/1000 of any combination.
Research, raid and egg pokémon are mininum 10/10/10 so the chance of any given IV combination is 1/216.
Lucky trades are at least 12/12/12 so there’s a chance of 1/64 of any IVs.
So the only way of getting a nundo Zorua is by catching a wild non boosted one. They are rare, not the most uncommon but rare. It is rarer to get a nundo than to get a shundo, since there are so many ways the IVs could be increased
