You can’t evolve it while it’s still your current buddy, as that could result in a huge game breaking glitch
Don’t evolve a shiny baby….
I wouldn’t evolve a baby shiny. Those things are rare. You will never get them in the wild. Only way to get those is thru eggs.
I think you have to change buddies

Did you hit the little dropdown button (v) next to the “Adventure together to evolve” to make sure you finished everything you needed? You have to complete stuff while he’s your buddy to evolve it.
Game is just trying to save you from something you might regret later.

I had issues trying to evolve them when they’re still a buddy. Try swapping buddies, then try again

Are you currently in a party? I get that on a lot of things whilst in a party. Opening/sending gifts, gbl etc. I can’t complete a gbl battle at all whilst in a party, it freezes before the end every time.
He just has the same vibe as Ash’s Pikachu

I had this same problem a few days ago trying to evolve a Pawmo, restarting the game didn’t fix it but when I tried again after the daily reset it worked, seems to be an issue with pokemon with buddy requirements to evolve.
If you haven’t gotten an answer, there is a bug where you can’t evolve a buddy via walking, once you get it to whatever KM you need, switch buddies, then evolve, you can switch it back if you want it as your buddy.
