Has anyone figured out the mysterious shiny that keeps running away?

Your buddy is a shiny, Zorua appears as your buddy (so appears shiny), the GO Plus+ (or similar) doesn’t see it as Zorua, so it shows as a mysterious runaway.
That is the explanation I have heard over this event, where Zorua spawns a lot more.
