Litwick is now available as a shadow from the fire Rocket grunt. The shadow version, even at 0*, will outperform any regular Litwick.
Litwick makes a good fire attacker but an even better ghost attacker.
Also note that you’ll have to wait until the next Rocket Takeover to make use of a shadow you catch now because that’s the only time you can use a TM to get rid of Frustration on shadow pokemon.
So, unless you really need a fire or ghost attacker now, catch shadow litwicks (ideally on sunny days for the weather boost) and in three months use a TM to get rid of Frustration on your best one and evolve it to Chandelure.
