Should I purify? Closest to a hundo non-shadow I have is 13/15/15

No, 0/0/0/ shadows are better attackers than 15/15/15 non-shadows

You aren’t going to get a better non-mega attacker, you are going to get a better mega(Groudon or Rayquaza).

No, you can only have one mega active so just get another Garchomp (they are still in raids) to be your mega. If you weren’t planning on mega’ing this then I don’t know why you’d purify this. The shadow boost is better than the extra IVs for PvE (raiding).
The other thing worth noting is that mega Garchomp is outperformed by primal Groudon as a ground type, and by Mega Rayquaza as a dragon type. Since you can only have one mega active at a time you will usually not have a reason to use mega Garchomp if you have these Pokémon ready. Thus a shadow Garchomp is much more useful.
