Not sure if you are serious or not but anyway:
Absolutely not. Bayleef is ranked #291 in GL. Not to mention it would be a colossal waste of star dust.

Meganium is better in great league at rank 61 but 3/15/15 is like rank 268 for meganium in great league.

That’s the rank 1 Bayleef IV floor for great league! Unfortunately, most grass types are better, whether it’s the final evolution starters that learn frenzy plant, or razor leafers like kartana and shadow victreebel, some others to mention are tropius and jumpluff, Bayleef as a grass type is outclassed. Bayleef can function as a razor leafer or a general grass type with magical leaf. Ancient power is extremely good coverage move. It’s also Bayleef cheapest charge move, which doesn’t synergies with razor leaf, even magical leaf is somewhat slow.
If you want a meta grass type, save your resources. Shadow venusaur or serperior are popular across great league. BUT, if you want to have fun, then it might be worth powering up.

Two things I recommend for PvP ivs:
The Pokegenie app. Put in a screenshot of the appraisal and it will tell you what ranking/percent it is in PvP.
pvpoke.com/rankings. This site will tell you how viable each specific Pokémon is in each league. Your ‘Mon might have great PvP IVs but could be useless in the meta. So it’s important to check.
For example:
According to Poke Genie, your Bayleaf is rank 1 for PvP. If you evolve it, it will be a rank 268 Meganium in great league or a rank 60 in Ultra league.
According to pvpoke, bayleaf is ranked #159 overall in great league. Meganium is ranked #61 overall in great and #66 overall in ultra league.

Must be your first time getting into PvP, and as many other have stated, simply, NO!
Use pvpoke to get general understanding of what Pokémon are good in different leagues, and use pokegenie to help you find the best Pokémon to use.
You could alternatively look up “best teams for GBL in pokémon go” and a whole list of reddit posts will pop up with suggested teams

Thing about Bayleef is if it got Vine Whip fast and/or Leaf Blade charged it’d be immediately meta, it’s just a little too slow and outclassed right now, I’d keep it for the future though.
