It’s not good for raids, and it’s ivs means it has a 95% stat prod in UL compared to the perfect PvP iv 2/15/15. Steelix is also rated #118 overall in ML. Personally, I’d keep it as a trophy as it is likely a waste of stardust to upgrade otherwise.

I would not power beyond 2500 and add second attack. Will be suboptimal

If you have unlimited resources, sure go nuts, it’s theoretically okay-ish for Mega ML (if everyone wasn’t going to use the Primals/Mega-Ray anyway) if that ever comes back.
But you’re better off finding a better IV one for UL.
Realistically you’d want to invest in a more idealized IV one for UL first. But, hey if you’re not hurting for stardust and have a crapton of Onix XLs, why not?
