Very year New Year Event we had new costume pokemon but don't has new pokemon debut during New Year event.
Minior can be debut in pokemon fo during this year New Year event due to its seven colours resembles rainbow which is like multiple fireworks release to top of air with multiple colours but Niantic save Minior to another event.
