Glowtus has been with them since ancient times but only till recently, the people of the region witnessed Glowtus evolve. The first one was said to be seen during the time of a deadly disease on the people’s Pokémon, unable to use them for fishing and hence starving the people, it is suspected that Glowtus evolved due to the desire of the people wanting to go fishing and so they granted them their wish.”
