Safe to say it’ll be for the “Switch 2”. I believe a large reason for P3P being brought to modern consoles recently is because they knew P3R wasn’t going to come to Switch so brought P3P over instead so the Switch audience could still get something P3 related.

It’s possible a lot of Japanese developers are being coy about Switch versions, because a lot of the time when a Switch version comes out later it ends up eventually outselling the PlayStation version in Japan and selling better in the long run, but they don’t want people to know that might have been the plan the whole time because of potential backlash or people waiting. This way they end up selling their game over a longer period of time, which is probably preferable for quarterly and yearly profits reporting.
That said, Persona 3 Reload is not so pretty that the reduction of the resolution and some reduced assets is going to reduce its visual appeal that much on the Switch. And it’s a big enough visual upgrade that a significant chunk of their market isn’t going to care whether it’s 4K (and in Japan they especially won’t care whether it’s 60FPS or not for a turn-based game). Sooner or later, Atlus, like Falcom and Nippon Ichi before them will have to confront the reality that their most enthusiastic and largest market exists on the Switch, probably in all regions, but especially in Japan.
These days the kind of high fidelity, $300 million budget games just don’t attract much attention or excitement in Japan and it’s been quite a long time since the market has shown it reacts to more positively smaller scale games that correspond more to its taste rather than extravagant and explosive graphical marvels.
They’re going to have to confront the fact that Re:Fantazio also likely isn’t going to hit as hard in the Japanese market unless they somehow make it available on the Switch or its successor. And while it may be unpopular overseas to see a huge visual downgrade, in Japan, it’s more like a shrug of, “Eh, it’s noticeable. Buy whichever version you prefer.”

Either they’re hoping people double dip or just waiting to launch the port alongside the the Switch 2.

Altus does an Atlus and rolls the dice when it comes to what platforms to port to, then it’ll be several years of surveys asking if switch users want it. Most stubborn and out of touch Japanese developer I’ve seen, it’s like they have no idea what’s going on outside their bubble.

P3 ReReload seems like a slam dunk for a Switch 2, I’d be seriously shocked if it doesn’t happen. Especially since Persona has a surprisingly robust handheld legacy too. With all the recent titles the Switch got in the last few years you can now play a version of every mainline game and every spinoff on handheld so that’s kinda neat. And I’d agree with the article’s speculation that some of the vagueness may just be due to it the next console not being officially announced yet. It being a launch year game would be pretty fire.
Although tbh I think if they really wanted to they maybe could’ve cheesegrated it down to work on Switch? Might not have been worth the effort/might not have been very pretty, and it’s hard to say before seeing the full game, but it’s a PS4 title with pretty constrained environments if they follow the original. Atlus’ only other UE4 game is SMTV and it’s not perfect but it works well enough. It certainly doesn’t feel like P3R is pushing visual boundaries that they haven’t already reached in those prior games, unlike say Metaphor Refantazio, so it really should be possible if they were willing to put the proper dev time and money into it. But Atlus’ and their associated ports have also never been cutting edge on the tech side so maybe it’s just better to wait until they have the proper hardware overhead.
