I need information or advice as I am noob

I'm a noob who hasn't played Pokemon in a long time. I tried Pokemon Go for a day or two a few years ago and never touched it again.
I tried it again today.

This pokemon randomly spawned after doing one of those research things that spawns a random pokemon. I looked online, and apparently it's a rare Pokemon.
Can anybody help clarify if this is true?
