It looks horrible so I’d think the exact same thing. The shrink wrap does look consistent with what Pokemon uses with the little air holes all over. Those edges do look horrible though and I personally have never seen any that bad.
Are you ripping or keeping it sealed? If you are opening it, inform the seller that you are going to open the box and will record it so if it’s been rewrapped you’ll have proof and will be requesting a refund.
Not seen a wrap looking like that on any product ever, where did you buy from?
