GS ball wasn't added to the English VC release, it was always in the game but the event to activate it was never distributed. The VC release just enabled it. You could activate it through an action replay code OR if you have a save dumper, pop your save into your PC and use a save editor to tick the event flags that the event would've enabled.
That's what I did earlier this year with my childhood Crystal cartridge.
They were planning to have celibi in the GS ball, but then they decided to do the movie instead and they just hope everyone would forget about it despite being a very, very major plot point

Guys Nomran is in fact a subpar dad even if his intentions are good. I know that might be shocking for some people to hear but life is nuanced and complex like that. The bare minimum in fact does not equal a good dad it just equals subpar. And that's ok.
The shrine actually has a lot of interesting lore implications behind it, as shrines that look identical to it also appear in Sinnoh’s Celestic Town and Unova’s Route 14. This makes some sense when you think about it, as Johto and Sinnoh have strong connections (see the Sinjoh Ruins) and Sinnoh and Unova are both known places where the Forces of Nature visit (which makes sense as the Unova version of the shrine is where you initially meet Thundurus, Tornadus, and Landorus)

you got the victini number wrong, you need to beat the league 494 (its natdex number) times on pokemon ruby or sapphire, then put the cartridge in your ds' gba slot while playing pokemon Black (doesnt work on white), then beating the elite four with a victini in your party, then when you reload the game, you'll have a victini in your party.
