This is just my thoughts I think Gibeon wants to have the Eternal Blessing in Rakua use it for his own desire. Luscius wanted to stop Gibeon from it using it but only able to close the door to Rakua for Gibeon can't get it and hide the doorway. By using Terapagos power to seal it.
